[Halld-controls] Measuring radiated noise - not

Hi Beni,

Radiated electromagnetic noise from all our devices that are not FCC 
Class B.  Most are Class A, and some are Class "nothing."  Cody may have 
a line on something they used in the FEL, he's checking...
