[Halld-controls] Measuring radiated noise - not

Hi Mark,
Of course just detecting radiated noise is not good enough. We need to
know if the noise will affect the detector readout electronics. Hard
to know this except to test in-situ. Even if we see noise in the
electronics it may not come from the worst radiating device, as who
knows which frequencies are most effective in mucking up the readout
electronics.
