[Halld-controls] Logging EMI specs for equipment in the hall

Hi,

Fernando would like us to send him information about EMI specs for 
equipment in the hall.   The JInventory systems seems like an ideal 
place to log this information.  Once it's in there we can easily get it 
to Fernando by sending him links to the entries for the devices, which 
will include links to the technical manuals.

He wants:

- type of device and function
- sub-system it belongs to
- EMC standard met
- location
- shielding or other mitigations planned

All this information can naturally be included in component database 
entries, we just have to be sure to enter it.   We need to agree on 
which information will be kept in which fields.  Please think about this 
and we'll discuss it at the next controls meeting.

Finally, we need to get serious about starting to enter this 
information...there's a lot of it and the sooner we start, the better.  
Of course this takes time, and we don't have much of it available...
