[Halld-controls] Hall D Online Component Database

Hi,

See GlueX-doc-1946 for a discussion of the proposed Hall D online 
component database and tentative implementation plans. I hope to have a 
preliminary system installed within the next day or so.  I will send out 
email when it is ready.  Initially it may only be accessible from on-site.
