[Halld-controls] Another new JInventory column

Hi,

I added a GeomLoc column after Hovanes and I met with CLAS.  They use it 
to allow automatic generation of graphic images.  It holds e.g. the 
height from the bottom of a rack of the lower left corner of a crate or 
chassis.  The scripts that generate the graphics know e.g. where "rack 
8" is, and this tells them where in "rack 8" the crate is located.

We can use it any way we wish, and it will be empty for many entries.
