[Halld-controls] JInventory and barcodes

Hi,

I think we soon should make the push to complete entry of controls 
equipment into the JInventory system and start using barcode labels.  
I'm not sure what will happen with electronics equipment, I may be able 
to make bulk entries from Fernando's spreadsheets.

I can print small quantities of barcode labels on Mark's printer, but 
we'll need to purchase small pre-printed labels for much of the 
electronics and other small items.  I got some quotes before the 
collaboration meeting and have to get back to this.  I'll try to print a 
small number of medium-sized labels soon.

We need to add power hierarchy information to the database.  Ideally 
this should start with tranformers and substations, move to electrical 
panels and then on to circuit breakers and outlets.  But we can leave a 
power parent empty if it isn't in the system yet, then add it later.  I 
think the extra work to get this in will really help down the road, as 
long as we keep it up to date.

We also should make sure the documentation field points to a manual in 
the Midas database.  I think this should be a requirement for all items 
that have manuals (put the manual in Midas, link to it in JInventory).
