[Halld-controls] Upgrade of JInventory system

Hi,

Serguei is ready to upgrade the production JInventory system and add in 
all of Fernando's stuff.  Unless we hear otherwise we'll perform the 
upgrade on Fri morning.

Note that no information will be lost in the upgrade.  We will of course 
back up the production database prior to upgrade.

Let me know if Fri is too soon.
