[Halld-controls] CCDB and Python defaults changed in hdops

Hi All,

  Just a heads up that I modified the default environment for the hdops account
to use a local MySQL copy of the the CCDB. This is being replicated to the 
gluondb1 computer now (thanks to Mark and Sean for driving this.)

 I have also changed the default python version to be /gapps/python/2.7.6
since the ccdb CLI needs at least python 2.7.

Hopefully, these do not break anything, but be aware of the changes in case 
something does suddenly start to fail.
