[Halld-controls] Crate fan speeds

Hi Fernando,
the fan speeds for most of the crates are not regulated by EPICS, although
they are being monitored. But there is still possibility to set the fan
speed (and other
fantray parameters) to strange numbers from the front panel, via SNMP, and
even via EPICS bypassing the existing safeguards. The software cannot ensure
that the parameter values are always acceptable. But we can setup alarms
with
automatic notification getting texted to experts if the parameter value
is out of limits.
I would need the list of these parameters and system experts (phone#,
cell carrier name)
to be notified 24/7 when these parameters are out of limits, if we want
to setup
alarms for VME/VXS crates. We have such setups for a number of systems.
