[Halld-controls] Hall D controls meeting on January 19, 2017

Hi Hovanes,

I can confirm that the ramp rates are half of what they used to be. The 
are now:
float ramp_rates[4] = {0.1, 0.06, 0.03, 0.03};  /* Ramp rate in 
different ranges */

also the maximum current for the power supply has been set back to 1360Amps.
