[Halld-controls] [New Logentry] PTP Server in Hall D

The priorities were changed slightly (swapping priority 1 & 2 values) to allow the solenoid PLC to use the newly deployed PTP server, see attached images.

The PXI will need to be taken offline to install the PTP software, this will be done at a later time when the controller & chassis is swapped out.
