[Halld-controls] Hall D controls meeting on March 8, 2018

We've finished testing the PXI chassis with the replacement PSU & fans using the newest controllers, both started up when fully loaded. One thing we found is that because the fans are slower than the original ones when the fan speed is set to auto the chassis thinks they're bad and faults. Since the speed is normally set to high this isn't an issue, so I disabled the switch on the back so it can only be set to high.

We also noticed that the primary network port on the current PXI controller isn't always detected on startup. In addition, even when it is detected sometimes the PXI doesn't boot cleanly (it gets stuck in the initialization section of the code). Nothing a remote reboot didn't solve, but it is odd that this controller is still seemingly having network issues even with the new chassis.

The PXI is currently running and the IOC was rebooted.
