[Halld-controls] Detector voltage controls

Dear detector experts,

this last summer we made extensive changes to the voltage controls software
for all Hall D detectors, which mostly should be transparent to the 
users. Although we did some
checks to see that there are no obvious errors with the voltage 
controls, it would be
good if the detector experts exercise the voltages early before the fall 
run so that we
can fix problems that we missed before physics data taking.
