[Halld-controls] Hall D controls meeting on January 28, 2021

Hi Hovanes,

I have EIC meetings all this week so I won't be able to attend this meeting.

Regarding the PXI not updating to EPICS/CSS it was found that the PXI wasn't completing it's initial startup code. This is where it programmatically deploys the EPICS Server that runs on the PXI. Restarting it several times got it working.

So there's a few paths forward (from least invasive to most):
- See if upgrading to LabVIEW 2020 helps (currently running 2019)
- Switch controllers
- Change from programmatically to interactively deploying the EPICS Server (should deploy sooner and outside of the main code).
- Switch to using the EPICS Client (move hosting of the PVs to a softIOC)
