[Halld-controls] Hall D Solenoid IOC reboot

Hi,

I would like to reboot Hall D solenoid EPICS IOC on Monday morning at 9am to add some new EPICS records to it. The outage should take less than 15 minutes. Let me know if there is any conflicting activity by this Friday 5pm so that I can reschedule the reboot.
