[Halld-controls] Hall D WEDM updates complete

The updates to Hall D WEDM screens are finished and the epicsweb menu has been updated (link below).

The WEDM screens aren't exact 1:1 copies of the CSS screens since WEDM has limited functionality.
For example, WEDM does not have anything for displaying plots like at the bottom of the CSS version of the TRD Gas System screen, so the plots are not on the WEDM screen.
