[Halld-controls] Windows 10 upgrade

That PXI chassis is running a LTSC version of Windows 10 so I would think it would be okay?
If not, I guess we can try again after the run is over to see if the latest NI Linux version properly supports EPICS PV array sizes larger than the default which is why we had to switch to Windows.
As a last resort I suppose we could look into modifying the code to send more frequent updates to EPICS, but that isn't as efficient and might cause rate issues.
