[Halld-cpp] CPP meeting notes

Dear collaborators,

I have uploaded some brief meeting notes to the wiki at

I forgot to write down everyone attending the meeting. Please update 
with names that were present. Also I have placed the revised CPP Test 
Schedule on its own page for future reference at

a look at it and send me any comments/corrections.
