[Halld-cpp] Use the time to review NPP draft?

Hi Rory et al.,
David and Andrew are participating in the ongoing AI workshop at JLab 
and will not be available tomorrow morning at 10. I suggest that we meet 
anyway and go over updates to the draft NPP proposal. Would this be ok?
