[Halld-cpp] Minutes of today's meeting

Hi Elton,

I read the minutes and I was reminded that the QWeak experiment had large scintillators that might be appropriate for the purpose.  There are 8 bars, each 2 meters long and about 1 foot wide with double ended readout.  They should cover much of the area of the muon detector and give good position resolution in 1 dimension as Beni mentioned.
