[Halld-cpp] AI for Experimental Controls testing during CPP

Hi All,
At the CPP meeting next week I’d like to discuss integrating a beam test of
the system being developed for our AI for Experimental Controls project into
the CPP production run.
In a nutshell, this will use an AI to recommend changes to the CDC HV settings
that will result in more stable operation (i.e. less drift in the calibration constants).
It will simultaneously suggest a set of residual calibrations that would correspond
to those settings. The changes would only happen between runs and would
require a human to approve.
