[Halld-cpp] access to EEL

Hi All,

I just checked the access to the EEL building. There is a sign at the 
entrance door that at a minimum GERT
is required to access that building. The reason is that the target group 
is located there as well as some
radio active sources.
Fortunately GERT can be done online and does not require physical 
presence at the lab.
