[Halld-cpp] [New Logentry] chamber 6 operational noise in chamber 3

Thanks to Nick we have an operational chamber 6. Hi traced the issue with LV high currents to one signal connector where some
pieces of aluminum foil cause shorts between leads.

the noise currently in chamber 3 is due to the fact that the clamp shells of the LV connector on the detector and module side are 
not on and as a result the grounding wire of the LV is not connected to the chamber as this is established through the shell clamp.

the missing channels on chamber 3 is because we can not turn on the LV there and needs to be addressed as soon as we
get the man lift back into the hall.
the missing channels on chamber 6 is due to one last signal cable that is still missing.
