[Halld-cpp] FCAL trigger update

Hi,

Some quick tests we can do soon, when the beam is back, tomorrow or on Friday
(fine-tuning and checking may require some time though).

The overall rate is relatively high, if we push it up there could be some DAQ instabilities;
we already have some minor issues now (likely due to the FDC readout).

 Hello Sasha,

on today's CPP/NPP meeting we have decided to check if we are able to take our data at the reasonable rate without masking FCAL channels if any, specifically we want to include inner calorimeter layers in the trigger.
If the rate will be too high, we will need to exclude only the most inner layer from the trigger. Also we want to double-check if there are no other channels masked from the triggering. Please, schedule this update to your earliest convenience, and let us know.
