[Halld-cpp] LV sense voltage

FYI:
the LV connections (cable) from the LV module to the breakout box
located at the wire chamber itself includes
the leads providing the LV as well as sense wire leads that are used to
measure the voltage at the end of the
leads in the breakout box. This means the voltage drop over the cable is
taken into account as Hovanes pointed
out and a set voltage of 5V will result in 5V at the location of the
breakout box which is very close to the
wire chamber LV input.
