[Halld-cpp] [New Logentry] Rho polarization for CPP from monitoring ver03

I extracted the rho decay asymmetry from all polarized runs on lead target processed in monitoring ver03. The spectra are acceptance corrected, based on the preliminary timing calibration that is available at the moment.

Selecting the coherent peak in the energy range [5.2,5.7]GeV, we obtain a fairly stable value for PSigma above 0.7. The assignment of the orientations in RCDB is correct for all analyzed runs.
