[Halld-cpp] latest monitoring plots

Hi Beni,
Thanks for pointing this out. I note that we don't see this effect in
the current run, so that is a little strange. It would be nice to see
if this effect shows up in an actual standard (i.e. ReactionFilter)
analysis, or looking at more complicated events than just single
tracks, or if there is just something weird with these histograms.
For example, I think the track fitting isn't working as well as when
we have the start counter, so maybe the quality cuts used to make
these plots are causing some weird bias.
