[Halld-cpp] monitoring ver13

Hi Sean,

the ver13 monitoring for the CPP/NPP run period looks much better now 
regarding the timing of the
tagger and PS for all the runs in the plot browser up to run 101587. 
Above that run number all runs
in the tagger, both mic and hod, show a "double-peak" structure in the 
picket fence with the exception
of maybe run 101599 where the "double-peak" is much less prominent.
The PS timing vs. tagger hodoscope also looks good.
