[Halld-cpp] CTOF short analysis

Hi all,
after yesterdays discussions I decided to resurrect my code looking at
CTOF data.
Attached you find a short note reporting on CTOF timing using data from 
run 101083.
This is only a short stab at it. No tracking involved and only looking 
at the times, raw
and corrected and the time differences.
ADC and TDC data both make sense up to this stage in the analysis.

There are some issues that need to be addressed and some code may be 
modified
and added, but generally I did not see big problems up to this point.
