[Halld-cpp] CPP production leftovers finished

Dear colleagues,
I have finished analyzing the CPP/NPP production leftovers (after the main part was processed by Igal and transferred to mss) and submitted a short summary of the runs and raw data file quality, as well as how events were selected for the CPP/NPP skims. The note also includes potential run quality modifications required for further analysis.
