[Halld-electronics] Waiving the readiness review for UMass TDC testing

After consultation within the Hall D group, we have decided to follow
the advice of our Electrical Engineer, Fernando Barbosa, and forego a
readiness review for the testing of the F1-TDCs at the University of
Massachusetts. See his assessment and suggestion below.
The subcontract is 12-P1320.

UMass successfully tested all the fADC250s and, as part of the contract,
they will also test the F1TDCs. We had accounted for two readiness
reviews: one at the start of the fADC250 testing and one at the start of
the F1TDC testing.
The test setups and facilities are the same for both boards, with a
supplement of an additional test board set supplied by JLab. The same
students, now well trained, will also be participating in these tests.
Drew Von Maluski from UMass visited with us last week and he is now
fully versed on testing the F1TDCs. You may recall that Drew managed the
tests at UMass of the fADC250s and he is also going to manage the tests
of the F1TDCs.
Today, we are shipping UMass the F1TDC boards and all the needed
hardware. Drew indicated to me that he has all the students on stand-by
and ready to finish this project in a period of about a month.
In view of all these considerations, I suggest that we waive the need
for a second readiness review.
