[Halld-jlab] Hall D group account for Windows

Hi,

For the coil test I set up a Windows group account "halldusers".  This 
account in principle can be enabled on any JLab CUE Windows computer to 
allow multiple users to log into the same account (as we do routinely on 
Linux).

Currently this is set up only on the computers we will use for the 
solenoid coil test, but it can be set up on other Hall D computers (e.g. 
voldemort) if needed.
