[Halld-jlab] 4 Crate test stand for FDC

Hi Elliot
I include the whole group in this mail because this issue affects many 
of us.

By the end of June 2012 we need according to the FDC construction schedule
a working DAQ system that can handle a full FDC package of 6 wire planes.
This means
6*96 TDC channels = 12 f1TDC
9*24*12 ADC channels 9 = 36 f125ADC
5 old f1TDC for IU chambers and diagnostics

Therefore we need 4 VME crates (VXS) with ROC and TI and clock distribution
for syncing all the clocks .

The question at this point is can we have such a system ready by the end 
of June 2012
with the new CODA3 running or do we have to use coda light. Depending on 
the answer
we have to setup a plan how to address this requirements. This will also 
require some
substantial software development not only on the online side but also on 
the offline side.
