[Halld-jlab] Hall D Hardware Permissions Protocol - Update

Hi all,

Permissions list:

1. All racks, crates, chassis, modules, electronics, cabling - Hall D 
electronics (Fernando, Cody, Nick S., Chris S.) and Mike K., Shukui Z., 
Fay H., Robert N., Chad, Carlton.
2. Trigger HW [trigger racks, trigger fibers, patches] - FEG (Chris C., 
Ben, Hai, Nick N.) and Alex, Serguei P.
3. Controls HW (except solenoid) - Hovanes, David B.
4. DAQ & Telecom HW [ROCs, telecom fibers, patches, servers, switches] - 
Elliott, Marc D., David A., Bryan M.
5. Detector specific HW - Lead scientist at JLab.

A couple of comments:

a) we use a standard screw to attach HW to the racks. Please ask Nick S. 
or Chris S. for details.
b) the 2U at the top of the racks are reserved (servers, fiber patch 
panels, etc.). Refer to 1452.

John L: please move down the top FCAL supply in D2-4 to maintain the 2U 
space at the top of the rack.
