[Halld-jlab] [Halld-online] Monitor in the rack room

Hi Sasha,

that's great, I assume you will return it to the rack-room next week.
The purpose of this monitor is to allow us to work with the
equipment  in the rack-room. We rely on it to debug and configure
all the servers and chassis in the counting house.
Please, in the future let me know when removing any equipment
from the rack-room or the control room in the counting house.
