[Halld-jlab] Cable labels

Hi all,

We have a standard to comply with regarding labeling of the cables and I 
have sent numerous emails and presented the requirements at various 
collaboration meetings over the last year (at least). During my Friday 
inspection, I noticed that the vast majority of the ethernet cables in 
the hall and tagger area are not even labeled and fail to pass 
inspection. All cables must be labeled to pass acceptance before we have 
beam next week.

Sub-system owners are responsible for ensuring that all their installed 
cables conform to this requirement by 10/9/2014.
