[Halld-jlab] High Hall Temperature

Hi All, 

The facilities chiller went down briefly which had at least 2 affects on the hall. The HVAC cooling was not cooling (that uses chilled water), and the Hall temperature increased and our chilled water supply warmed up causing the FDC chiller to trip. The water was still flowing but warming gradually. 

Facilities has the system up and running now and are investigating the cause of the trip.

The hall temperature is at a balmy 77F! This is way out of spec and it 
used to be 68F-70F.
