Thanks for your comments.
I was assuming linear dependence of K_L cross section and
didn't took into account lead absorber listed in Table II of the
SLAC paper. There they listed 147.1 g/cm^2 for tungsten
and 173.0 g/cm^2 for lead. I recalculated Y(K) according
to the formula on the page 712 of the SLAC paper and found that the ratio of 14cm
tungsten plug compared to the SLAC W+Pb (for now I ignored
the low atomic mass absorbers) is about 4 times in favor of KLF.
which means my 1.2x10^4 K_L/s will increase and rise to 9.6 K_L/s.
This means that even if we don't increase r.l. of radiator and use 10% r.l. We will still have
4.8 K_L/s on cryo targets of KLF even with 5cm beam diameter.
The question about electro- vs photo-production is simple as we are using their calculated
yield and using essentially electroproduction in a two step processes to estimate the yield of K_L.

I have a couple of comments about the estimate of kaon flux using the electroproduction article from SLAC.
1.
I think it is a very good idea to link our kaon flux estimate to real data. The SLAC article in Ref [2] of your PDF file is about electroproduction, while the only factor in your estimate that tries to account for the fact that we are doing photoproduction with a 20% radiator is that factor of 0.2. I think the proper way to use these data to predict photoproduction yields would be to have an electroproduction model that reproduces or fits these SLAC data, then try to use the amplitudes or structure functions in this model for photoproduction case. Otherwise, it is hard to be confident that we will get the right answer within a factor of two by simply guessing a correction factor. Another thing that could be done, although I am not sure if it is doable since I have never done it myself, is to integrate the virtual photon flux Γ in electroproduction within some reasonable range of small Q2 and some W-range that are applicable to the SLAC experiment to try to relate these data to photoproduction with a know photon flux.
2.
The difference in the tungsten plug thickness of a factor of 2 will result in a kaon flux reduction/increase factor of e2~7.4 , as the flux depends exponentially on the thickness of the tungsten (see formula for the yield YK(pK) in that SLAC article). But my impression was that they had multiple absorbers at the same time, including 27 radiation lengths of lead. So I do not think our absorber is thicker than what SLAC had.
