[Halld-klf] early announcement

Hi Colleagues,

this is a very early reminder that we will have a Start-Counter KLF meeting
next week on Thursday February 1st 2024.
the main topic is the potential construction of a Start Counter that 
will meet all the
requirements of the KLF experiment.
a) what are the requirements
b) what is currently available
c) what needs to be built
d) what JLAB will support
