[Halld-level1] [New Logentry] Replace CTPs from rocbcal1, rocbcal4

Replace CTPs from rocbcal1 (026) and rocbcal4 (011) with CTPs from rocfcal1 and rocfcal2.
( suspicious  boards, fail to communicate, originally firmware loaded, have to be checked).

CTP initialization is Ok for BCAL north.
