[Halld-level1] [New Logentry] TOF cluster finding Level-1 trigger algorithm testing

Another milestone in the trigger algorithm testing with a beam.

Cluster finding:
1. Hits are required on both ends of a long bar (single hit for short bars)
2. A coincidence of at least one horizontal and one vertical bar is required to 
 produce a trigger.

In the plot below, a coincidence is searched between any of 5 vertical and 5 horizontal
bars in the upper right corner of the TOF, i.e., in every event there should be a space 
point (coincidence of paddles) in the upper right corner.
