[Halld-level1] [New Logentry] BCAL/FCAL and ST trigger

Trigger type: Coincidence between FCAL/BCAL and ST.
At lest one hit in the ST is required. 

Requiring a coincidence with ST significantly reduces FCAL rate.

Configuration file:    fcal_bcal_st_m8.conf
                    

Three trigger types are in the system:
BCAL + FCAL  ( & ST)            gtp lane 0
FCAL     ( & ST)                      gtp lane 1
BCAL     ( & ST)                      gtp lane 2

BCAL(6000) + FCAL(1500)      -   3.1  kHz
FCAL(1500)                             -    2.1  kHz
BCAL(6000)                             -    0.9  kHz
