[Halld-level1] Electrical-->Optical and Optical-->Electrical converter modules

I installed an Electrical->Optical (EO) module into the TOF crate. 
(D2-1-TOP; slot#20).  There are six ST style fiber connectors plugged 
into each of the optical output ports and short coaxial cables are 
installed for the input ports.  The inputs are configured to accept a 
standard NIM level.

The Optical-->Electrical (OE) module is installed in the TS-TD crate. 
(U14-Top; slot#20).   Six ST style fiber connectors are plugged into 
each of the optical inputs and I will need to install short coaxial 
adapter cables so the NIM signals can be connected to a NIM-->ECL converter.

As soon as the Tagger crates are installed we can place a EO module in 
one of the crates closest to the Tagger tunnel trigger fiber optic patch 
panel and use the optical trunk lines to transport any signals needed 
for diagnostics etc to the Hall D Trigger rack.
