[Halld-level1] TOF trigger/readout

Hi,

I'll be testing the TOF self trigger and the tdc performance
during this week. So far I was able to readout both fadcs and
caen tdcs  (with the internal pulser).

I hope that most tests will ne ready by Wednesday so that you can
start playing around with the system.
