[Halld-level1] DAQ for BCAL S6

Great news Alex!

I have a few things to do in the morning, but will 
plan to take the logic probe to measure/adjust synchronization
right after lunch.  

Are there other subsystems that have all of the TI transceivers installed
to connect to the global trigger distribution(TD)? We've installed all the fiber optic patch cables for BCAL and FCAL
crates to the global TD crate.
