[Halld-level1] [New Logentry] BCAL trigger calibration

The BCAL trigger was tested yesterday. From the first glance, the
performance looks Ok. More time is indeed neded for detailed
testing. I used the BCAL stand alone configuration in order to be
able to check the high-rate performance. Some calibration files
are located in
BCAL/data/all_cosmic/bcal_cosmic_NN.0
In short, it would make sense to start with the following thresholds:
fadc_thr = 120 (150)
global_en thr = 1500 (2000)
Data was taken using the beam current of ~50 nA and 5x10^-5 radiator.
Rates for various thresholds are listed below:
