[Halld-level1] [New Logentry] ST setup

1. Wrong optical fiber connection to rocst ( port 1 and 5 swapped) - corrected.

2. Found broken optical fiber on rocps1,  port 5:
needed for the stand alone PS read out - wll be fixed later. The global triggering/readout of 3 PS crates  (using GTP/TS) is Ok

3. Reading out ST crates using TS is Ok now.

4. Make a stand alone configuration for 2 ST crates. The trigger is genrated by CTP. The CTP algorithm 
has been tested with the external pulse generator  and cosmic rays (Hai, Alex)
Took some cosmic self-triggered data for the ST  ( Alex,  Eric )
   /gluex/Subsystems/ST/data/st_tds_31.0 
Can see coorelations between fadc and F1TDC  ST hits.
