[Halld-level1] [New Logentry] fadc for RF in U1-7-TOP (rocst)

fadc250 is installed in slot 13 of rocst  (U1-7-TOP). Ch 15 (2 V range) is connected to the RF distribution board, ch7.
Note, we didn't find any RF fadcs in the originally proposed location, U1-8-MID. 
fadc firmware updated to 90E and 223.
