[Halld-level1] [New Logentry] Master TI fixed in BCAL north crate

The master TI (#54) in the north crate rocbcal1 has been fixed by William; the power filter capacitor was blown up.
Stand alone triggers are working Ok for both upstream and downstream LEDs now.
