[Halld-level1] [New Logentry] fadc pulse invertion for TPOL

Input pulse inversion was implemented for TPOL fadc250s in slot 13 and slot 14 in the rocps2 crate.
The self-trigger is working Ok now in the stand alone mode. The corresponding config files are in 
.../config/hd_psc directory.
